Question: Can this fabric be scotch guarded so not to stain when it rains?
Answer: Yes, I applied Scotchgard to my set and it didn't change the color of the fabric. My set is under a roof, so it isn't exposed to the elements directly. Hope this helps! I love my set!

Question: Does it have clips to keep seats together?
Answer: Not between chairs, but cushions and chair frame.
